Landkreis Schwandorf, Oberpfalz, in den 1980er Jahren. In aller Stille plant die bayerische Staatsregierung den Bau einer atomaren Wiederaufbereitungsanlage (WAA). Die strukturschwache Region mit stetig wachsenden Arbeitslosenzahlen scheint dafür ideal. Hans Schuierer, amtierender Landrat, wird vom wirtschaftlichen Aufschwung gelockt. Bald kann sich der Sozialdemokrat als Retter des Landkreises feiern lassen. Es gibt nur eine Handvoll Verrückter, die es mit dem geplanten Atomkraftwerk nicht wirklich ernst meinen. Erst als die Landesregierung auf die harmlose Aktion einer neu gegründeten Bürgerinitiative heftig reagierte, begann Schuierer zu zweifeln und Fragen zu stellen. Als die gesundheitlichen Risiken der WAA offenkundig werden und Schuierer erkennt, dass die Landesregierung kein Interesse daran hat, die Bevölkerung darüber zu informieren, entscheidet sich der Landrat einsam gegen das Projekt: mit der Folge, dass nicht nur sein bester Freund und Bürgermeister von ihm abfällt, sondern die Regierung Strauß sogar versucht, sie mit Amtsenthebungsverfahren und Gesetzesänderungen loszuwerden. Doch die Bürgerbewegung wird von Tag zu Tag stärker und hat nun in Schuierer einen entschiedenen Unterstützer gefunden. Dann tritt der schlimmste Fall in Tschernobyl ein.

Soon the social democrat can be celebrated as the savior of the district. There are only a handful of crazy people who are not really serious about the planned nuclear plant. It was only when the state government reacted violently to the harmless action of a newly founded citizens‘ initiative that Schuierer began to have doubts and began to ask questions. When the health risks of the WAA become apparent and Schuierer realizes that the state government has no interest in informing the people about it, the district administrator decides lonely against the project: with the result that not only his best friend and mayor falls away from him, Instead, the Strauss government even tried to get rid of them with impeachment proceedings and changes in the law. But the citizens‘ movement is growing stronger every day and has now found a staunch supporter in Schuierer. Then the worst case scenario happens in Chernobyl.
